Inyathi Park News May 2017

While the hunting season is in full swing other activities seem to have calmed down slightly. Perhaps our members are too busy hunting to attend to other matters. While the big events during April and May, namely HuntEx Gauteng, Nampo, HuntEx Eastern Cape, and the majority of the regional meetings are done and dusted we can get back to the day to day matters at the office.

1. Court Application
We are still awaiting judgement in our court application heard by Judge Ronel Tolmay on 25 and 26 April. We will Let you know as soon as we receive the judgement.

2. Legal Cost of the Court Case
To date, our legal cost for this case amounts to R 1,108 million, which is a large amount of money. Fortunately, the bulk of this amount was paid with money collected through fund-raising efforts and from donations received specifically for the court case.

The prizes in the lucky draw for contributions made to the SA Hunters Legal Aid Fund had been drawn and most of the winners already collected their prizes.

I would like to thank each and every member who contributed in any way for this worthy cause. We appreciate the fact that you are prepared to prove your commitment by contributing to the cost of the court case.

3. Foute op Nuwe Lisensies wat SAPD Uitreik
Ons is bewus daarvan dat foute voorkom op ‘n groot aantal nuwe wapenlisensies en veral hernuwings wat onlangs uitgereik is. Ons raai lede aan om alle nuwe lisensiekaartjies wat vuurwapenoffisiere (DFO) uitreik, deeglik na te gaan en seker te maak dat die inligting korrek is voordat hulle die kaartjie in ontvangs neem.

Indien daar foute op is, versoek onmiddellik die DFO om die foutiewe inligting te laat regmaak en om ‘n nuwe lisensiekaartjie uit te reik. Moet verkieslik nie kaartjies met foutiewe inligting in ontvangs neem nie.

Sou u die kaartjie met foutiewe inligting op (byvoorbeeld ‘n foutiewe kaliber of foutiewe wapennommer) in ontvangs neem en later die fout agterkom en wil laat regstel, kan die DFO ‘n sertifikaat van ‘n wapensmid aanvra om die korrekte inligting te sertifiseer. Behalwe vir die tyd wat dit gaan neem om reg te stel, sal dit waarskynlik addisionele koste meebring.

5. Our Own SA Hunters Mobile App
SA Hunters developed an Android mobile App exclusively for its members.

The App can be downloaded from the Google Play Store at https://play.google.com/store/apps/details?id=org.sahunters.admin or search for ‘SA Hunters Members’

The first version of the App provides members with the following functionality:

  • View your SA Hunters profile
  • View and display your SA Hunters membership card electronically (can be used at HuntEx)
  • View and update your contact information
  • View and log your hunting and shooting activities to maintain dedicated status
  • Receive notifications from Head Office or your branch

Use your member number and the same password for this app as for the online member administration system. If you have never logged in to the member administration site, the app also provides the option to request a password.

The App is currently only available for use on Android devices (Android 5.0 or higher).

Data from the nation’s top cellular providers show that roughly three quarters of smart phones in circulation are running on Android software. The Android platform was the logical starting point to determine member interest in the SA Hunters mobile application.

If you cannot use the app because your device cannot upgrade to Android 5.0, or because you own another brand of phone, we would like to hear from you. Please let us know via e-mail at info@sahunt.co.za and provide us with the information of your current device (brand name and model). If the demand is high enough, we will expand the app for use on older versions of Android, or on other brands of devices (e.g. Apple iPhone, Blackberry or Windows Phone).

Those of you that decide to download the App, please take the trouble to rate it. The more ratings we receive, the higher our App will be positioned on the system.

6. Lidmaatskap
Teen einde Mei 2017, het die Vereniging se ledetal op 41 130 gestaan. Gelukkig groei ons ledetal nog, al is dit stadig. SA Jagters bly die grootste vereniging van sy soort in die land en ons wil graag ook seker maak dat ons die beste diens aan ons lede lewer. As daar enigiets is waarmee u nie gelukkig is nie, laat weet ons asseblief per e-pos.
Elke lid van SA Jagters wat tien of meer gewone lede vir die Vereniging werf kwalifiseer vir gratis lidmaatskap vir die volgende jaar. Takke wat nuwe lede werf, ontvang ook R100 van die nuwe lid se ledegeld, bo en behalwe die taksubsidie ten opsigte van die nuwe lid.
Let daarop dat slegs een insentief ten opsigte van ’n nuwe lid van toepassing is, m.a.w. óf die Tak óf die lid ontvang die aansporing vir die nuwe lid gewerf.

7. Old Green Licences
Please remember that the old green firearm licences are still valid if you did not apply for renewal of the licence during the original relicensing process from 2006 to 2009. Please keep it safe and protect your right to own your firearm.

In instances where you may have lost the licence, your DFO should be able to reprint a copy of the old green licence. Many of them may claim that it cannot be done, but it should be possible. This is only applicable to the old green licences that have never been renewed. Should you experience any problem in this regard please send us a mail to petrus@sahunt.co.za

8. Hernuwing van Vuurwapenlisensies
Ek ontvang gereeld oproepe van lede en nie-lede wat my dan meedeel dat ‘n vuurwapenlisensie verval het en dat hulle nie weet wat om nou te doen nie.

SA Jagters se lede trek voordeel uit ’n fasiliteit wat die inligting oor hulle vuurwapenlisensies op die Vereniging se administratiewe stelsel stoor en hulle betyds per SMS herinner dat ‘n lisensie gaan verval en dat hulle moet aansoek doen vir die hernuwing van die lisensie.

Laai bloot u vuurwapens met hul liseinsie verval datums op u aanlyn SA Jagters lede profiel. Ons sal dan 120 en ‘n 100 dae voor die verval van die lisensie aan u ‘n sms stuur ter herinnering daarvan.

9. Retention of Dedicated Status
Activity reports to maintain dedicated status were due on 31 October 2016. There are 708 Dedicated Hunter members and 776 Dedicated Sport Shooter members that did not report the required activities. By the end of June 2017, SA Hunters must report the names of these individuals, which that no longer enjoyed dedicated status, to the CFR. These members may be at risk of losing some of their firearm licences.

For the current year, we have 6 855 Dedicated Hunters and 2 743 Dedicated Sport Shooters that are compliant. This means they already reported adequate activities for the year to retain their dedicated status.

We want to reduce the number of activity reports that we receive via e-mail and/or fax and request members to update their activity logs online. You can also do this via the SA Hunters App now.

10. SA Jagters Gholf-dag
SA Jagters hou op 9 Junie 2017 (eerskomende Vrydag) ons eerste gholfdag by Wingate Park Gholfklub. Tommy Liversage en mede-personeel tref tans die finale reëlings vir hierdie geleentheid. Dit is die personeel se poging om ook geld vir die Regshulpfonds in te samel. Hulle doen ook al die werk ten opsigte van die gholfdag. Daar sal verskeie pryse te wen wees vir vierbal-inskrywings. Die dag behoort ‘n aangename geleentheid te wees om ons belangrikste borge te ontmoet.

Dertig vierballe het reeds ingeskryf. Ons bedank die borge en individue wat ruimhartig pryse geskenk het en bygedra het om hierdie gholfdag moontlik te maak.

11. Training
SA Hunters and the Wildlife College – Dangerous Game Hunting Course
The development of a dangerous game hunting course is a joint initiative of SA Hunters and Southern African Wildlife College. The course gives dedicated hunters the unique opportunity to gain theoretical knowledge and practical experience on the hunting of dangerous game in a big five area.

NB: Persons interested in enrolling, must have SA Hunters Dedicated Hunter Status

12. Fotokompetisie
SA Jagters se fotokompetisie vir lede word weer in 2017 aangebied. Die doel van die kompetisie is om ‘n portefeulje saam te stel van die beste foto’s wat SA Jagters se lede geneem het sodat ons dit by geleenthede soos die jaarlikse kongres se gala-aand kan vertoon. Die naam van die fotograaf en die tak waaraan die lid behoort, sal by die foto verskyn.

Aan die einde van elke kwartaal sal ons foto’s kies om by hierdie portefeulje in te sluit en dit ook op www.sahunters.co.za publiseer. Lede sal ook erkenning in die vorm van goud, silwer of brons sertifikate ontvang.

Vir die eerste keer het een van ons verskaffers pryse geborg vir die wenners van die fotokompetisie. Meer inligting oor die borgskap en pryse sal binnekort bekend gemaak word.

Die kategorieë vir die kompetisie is:
1.    Die moeite werd om te bewaar. Enige plant- of dierelewe wat na jou mening die moeite werd is om te bewaar.
2.    Dis hoekom ek jag. Wat maak jou jagtog soveel méér as net skiet.
3.    My tak is die beste. Hoekom jy dit geniet om aan jou SA Jagters-tak te behoort.

13. Legal Use of Licensed Firearm
There is a fairly common understanding among firearm owners that once you have a legally licensed firearm, there is no limitation on how you use it. You may use this firearm as you wish: i.e. a handgun obtained with a legal Section 13 licence for self-defence may be used in dedicated sport shooting and for self-defence.

The grounds for this argument are found in sections 13, 14, 15, 16 and 17 of the Firearms Control Act, that state: “A firearm in respect of which a licence has been issued in terms of this section may be used where it is safe to use the firearm and for a lawful purpose”. There is a strong view that this means we may use firearms as we deem fit.

Because the Act states “the firearm licensed in terms of this section”, firearm owners may be limited to use the firearm for the purpose for which it was licensed. Do not assume you may use it for any other purpose without any problem. It is possible that the interpretation of this section in the Act could be challenged as inappropriate use of the firearm.

An interesting debate on this matter has started in the SA Hunter. We advise members to follow the discussion and to be cognisant of any improper use of firearms. Although there are various views on this matter, we advise members to be rather safe than sorry.

14. Conservation Matters
Review of Legislation
A process of legislative review is currently underway by the Department of Environmental Affairs and Tourism (DEA). At a workshop on 9 May, DEA’s legal team discussed the chapter on Alien Invasive Species with relevant stakeholders in the wildlife sector in preparation of the review process to identify aspects that need specific attention.

This process is applicable to landowners with invasive plant and animal species on their properties; people in the pet trade; the angling industry with interests in exotic fish species such as trout and bass; and the game industry with specific reference to game species that are translocated outside of their natural distribution range.

The latest version of NEMBA is available on the website. Members may submit comments and inputs to the Manager Conservation.

A meeting was held with Dr Guy Preston, the Deputy Director-General: Environmental Programmes at DEA to discuss a possible joint initiative between SA Hunters and DEA to enable branches to actively participate in the management of alien invasive plants and animals.

Bewaring van Broodbome

Die bewaringsbestuursplan vir broodbome waartoe SA Jagters deurlopend insette gelewer het, is op 28 April 2017 vir implementering gepubliseer. SA Jagters kan bydra tot die volgende doelwit deur navorsing te finansier om spesifieke isotope te isoleer wat gebruik kan word om die broodbome te identifiseer.

Game Species Listed under the Animal Improvement Act

There are clear differences of opinion between DEA and Department of Agriculture, Forestry and Fisheries (DAFF) about the implications of game species being listed as land races under the Animal Improvement Act. While game farmers were informed that this process will result in “self-administration of the wildlife industry” and “ownership of our own industry without regulations under the DEA”, this might not be the situation as intended.

The latest information received from DEA indicates that it requested a legal opinion on the matter and requested a meeting with DAFF senior management to discuss the implications of the listing.

Lede in die Beaufort-Wes-distrik wat geraak word deur die aansoek van die maatskappy Tasman om uraan en molibdeen te ontgin, moet ag slaan op die volgende verwikkelinge: Gedurende die afgelope konsultasieproses oor die voorlopige omgewingsimpakstudie is waardevolle inligting ontvang. Onder andere is daar ‘n moontlike nuwe vetplant, die sogenaamde Nananthus, wat nog nie deeglik beskryf is nie. Die Departement vir Minerale Hulpbronne in die Oos- en Wes Kaap het ingestem om uitstel te gee vir die inhandiging van die Omgewingsimpakstudies en omgewingsbestuursplanne sodat verdere ondersoek ingestel kan word

15. Hunting Matters
It happens more often that members hunt on land owned by the State. This is specifically the case when you hunt on communal ground that is occupied and used by communities, but owned by the State.

Please note that there are very specific requirements with respect to obtaining approval to hunt on land owned by the State. The correct process must be followed. Anyone not adhering to the Act, could face prosecution.

When hunting on any land that are not exempted from the Act, the hunter must be in possession of a hunting permit or a licence as required by the relevant province, and written authorisation from the land owner. In the case of state-owned land, specific requirements apply for written authorisation from the land owner. Please read the draft document provided here that describes who may issue you with the necessary authorisation to hunt.
